From 1959 to June 1968, closely following and effectively implementing the Party's policy of reinforcing the Southern revolution, with the spirit of "All for the great frontline", "All for the blood-sealed South", the Party Committee and leaders of the Ministry of Public Security promptly selected, fostered, trained, and reinforced nearly 13,000 cadres for Southern Security.
The reinforcement work of the People's Public Security force for the Southern battlefield made an important contribution, along with our army and people, to creating victories in the 1968 Tet Offensive and Uprising; contributing significantly, along with our army and people, to defeating the US imperialists' "unilateral war", "special war", "local war", and "Vietnamization of the war", especially the Spring 1975 General Offensive and Uprising, culminating in the historic Ho Chi Minh Campaign, completely liberating the South and reunifying the country.
In every assigned position and task, and under any difficult and dangerous circumstances, the police cadres reinforcing the Southern battlefield did not mind sacrifices and hardships, overcame difficulties and challenges, fought resiliently, sacrificed bravely, and achieved many outstanding military exploits and achievements, making an important contribution to the total victory of the anti-American resistance war for national salvation, and embellishing the glorious tradition of the People's Public Security force.
The Tribute Ceremony is held in the sacred space of Ngoa Van - where Buddhist Emperor Tran Nhan Tong practiced religion and attained Buddhahood, a place crystallizing the spiritual, historical, and cultural values of the nation. This is an opportunity for veteran public security soldiers to collectively remember the immense merits of those who fell for the independence and freedom of the nation, while contributing to awakening the tradition of "when drinking water, remember its source" and forging the spirit of serving the Fatherland in every Vietnamese citizen.

The Tran Dynasty historical relic site in Dong Trieu comprises 14 relic points spanning many centuries, serving as a vivid testament to a glorious dynasty of the nation. Among them, Ngoa Van Hermitage - Pagoda on Bao Dai Mountain is associated with the final years of Buddhist Emperor Tran Nhan Tong's life - the founder of the Truc Lam Zen Sect, a crystallization of patriotism and engaged Buddhism.
Not only the place where Buddhist Emperor Tran Nhan Tong practiced religion and entered Nirvana, Ngoa Van is also a sacred land - an important spiritual and cultural center of Vietnamese Buddhism. Over the centuries, this place has not only preserved the vestiges of an outstanding and wise king but also become a converging space for profound moral and humanistic values.
